The All-Russian Society of the Deaf is Russia’s largest and oldest public organisation for hearing-impaired citizens. Founded on 25 September 1926, it operates 86 regional and 716 local branches throughout the Russian Federation.

The organisation’s primary mission is to represent and protect the rights and legitimate interests of Russian citizens with hearing disabilities, supporting their social rehabilitation and integration into society. It focuses on ensuring civil rights, access to information and services, education and vocational training, employment, quality healthcare, and social security. It also strives to improve access to social and transport infrastructure and cultural venues.

The organisation concentrates its efforts on developing and strengthening social partnerships with federal, regional, and local government authorities. This helps address many key challenges related to social integration and the provision of assistive technologies and sign language interpretation services to hearing-impaired citizens.
