to the left – a scroll with the Supreme Manifest of the Russian Emperor Nicholas II, higher – proletarians on barricades, to the right – the sessions hall of the Tavrichesky Palace in St. Petersburg. The inscription along the rim – "100-ЛЕТИЕ ПАРЛАМЕНТАРИЗМА В РОССИИ" (THE CENTENARY OF PARLIAMENTARIANISM IN RUSSIA).

The Manifest of October 17, 1905 "On Improving the State Practice", signed by Nicholas II in a moment of the highest activity of the all Russian October political strike, proclaimed civil freedoms of speech, conscience, assembly and association as well as creating the legislative State Duma (Russian Parliament) representing the hole population. The opening of sessions of the first State Duma was held on April 27, 1906.
