Information on crediting funds to Russian citizens who are abroad and cannot return back to Russia

Pursuant to the Decree of the Government of the Russian Federation No. 43, dated 3 April 2020, ‘On the Approval of the Regulation on Social Support (Assistance) to Russian Citizens Who Are Located in a Foreign Country and Unable to Return to the Russian Federation due to the Spread of the New Coronavirus Infection’ and inquiries received from credit institutions, the Bank of Russia informs of the following.

It is allowed to credit monetary funds to the bank account of a beneficiary based on the identifier unambiguously establishing the number of his/her bank account as well as other information about the beneficiary (cl. 4.3 of the Bank of Russia Regulation No. 383-P, dated 19 June 2012, ‘On Funds Transfer Rules’). This identifier can be represented by a bank card number. The beneficiary’s consent to use his/her bank card number to credit funds to a specific bank account can be included, among other things, in the bank card agreement.
