Tables for granted funds
The tables contain aggregate data on the funds provided by credit institutions to resident legal entities (including financial organizations, organizations of various forms of incorporation and ownership and individual entrepreneurs) broken down by economic activity, to small and medium-sized businesses and resident individuals. Data are broken down by domestic and foreign currency and precious metals compiled by borrowers’ residence:
for legal entities — official registration place in according to Article 54 of The Russian Civil Code or its executive office place;
for legal entities branches (in case of branches credit granting) — official registration place due to constituent document;
for individuals — permanent residence address checked in passport. Determination of borrower’s region is based on data of State Registers of Federal State Statistics Service and Unified State Register of Legal Entities/ Unified State Register of Individual Entrepreneurs.
Regional information presented in the Statistics section of the Bank of Russia website is broken down in accordance with the Constitution of the Russian Federation (Article 5) by constituent entity of the Russian Federation (Article 65), and by federal district which structure is determined by President of the Russian Federation Decree No. 849, dated May 13, 2000 (as amended). Information on autonomous areas is shown separately for each autonomous area and also included in the data on the region of which it is part. Information is published excluding statistical information on: Lugansk People’s Republic, Donetsk People’s Republic, Kherson Region and Zaporozhye Region.
Since reporting date of February 01, 2019 the source of credit information to legal entities and entrepreneurs is reports compiled by Russian credit institutions (including the State Corporation of Development “VEB.RF” and non-bank credit institutions) (further — credit institutions), in form 0409303 “Information on Granted Funds To Legal Entities” (further — form 0409303); the source of credit information to individuals — 0409316 “Information on Granted Funds to Individuals”. The forms are in compliance with the Bank of Russia Ordinance No.
Borrower activities correspond to the Russian Classification of Economic Activities (harmonized with NACE rev. 2). The type of economic activity of a legal entity or individual entrepreneur is determined by its core activity.
Core activity of a borrower is determined based on a comprehensive mechanism of enumerating data in public registries (State Registers of Federal State Statistics Service, Unified State Register of Legal Entities/ Unified State Register of Individual Entrepreneurs, Register of SME)1.
Volume of loans extended to legal entities and individual entrepreneurs — data on the volume of loans granted by credit institutions to legal entities and individual entrepreneurs on monthly basis broken down by type of economic activity and also separately to small and medium-sized businesses.
Quantity of borrowers with outstanding loans — data on the quantity of resident legal entities and individual entrepreneurs with outstanding (including overdue) loans as of reporting date.
Quantity of borrowers that were granted loans over the reporting period — data on the quantity of resident legal entities and individual entrepreneurs that were granted loans over the period (month).
Quantity of granted loans over the reporting period — data on the amounts of loans or tranches on lines of credit, granted to legal entities and individual entrepreneurs over the reporting period (month).
Outstanding amount of loans extended to legal entities and individual entrepreneurs — data on the balance of debt (including overdue debt) on loans granted to legal entities and individual entrepreneurs broken down by type of economic activity and also separately to small and medium-sized businesses.
Overdue loans extended to legal entities and individual entrepreneurs — data on the balance of overdue debt on loans granted to legal entities and individual entrepreneurs broken down by type of economic activity and also separately to small and medium-sized businesses.

Volume of loans granted to resident individuals — data on the volume of loans granted by credit institutions to resident individuals on monthly basis.
Outstanding amount of loans granted to resident individuals — data on the balance of debt (including overdue debt) on loans granted to resident individuals.
Overdue loans granted to resident individuals — data on the balance of overdue debt on loans granted to resident individuals.

Information on structure of outstanding amount of loans by interest rate type and benchmark interest rate type
Information on the structure of debt on loans and acquired rights of claim on loans granted to resident legal entities and individual entrepreneurs, broken down by interest rate type and benchmark interest rate type, is based on microdata reporting form 0409303.
The breakdown of data by benchmark interest rate type includes loans provided to resident borrowers, for which a floating or variable interest rate is applied on the reporting date (column 17 of section 3 of form 0409303). Loans with a fixed interest rate are allocated into a separate group. All data items are grouped by type of component to which the credit pricing is tied as of reporting date (column 18 of section 3 of form 0409303).
The calculation includes the following types of loans (column 1 of section 3 of form 0409303):
1.1 — loans;
1.2 — overdraft loans;
1.3 — lines of credit with a debt limit;
1.4 — lines of credit with an issue limit;
1.5 — combined lines of credit with an issue limit and a debt limit;
1.6 — credit cards;
1.7 — precious metals provided to clients;
5 — acquired rights of claim on loans;
5.1 — acquired rights of claim on loans when information on loan debt is reflected using additional lines for tranches.
Measurement units of debt are million rubles, the debt is calculated as the total amount of debt (including overdue) on loans that meet the conditions above. Data on debt was obtained from columns 3, 4 of section 6 of form 0409303.
Tables for borrowings
The tables contain aggregate data on the balances of funds in rubles, foreign currency and precious metals borrowed by credit institutions as of the reporting date from customers other than credit institutions, broken down by federal district and constituent entity of the Russian Federation. These data are grouped by the place where the funds are raised by credit institutions.

Customer funds are balances of funds in rubles, foreign currency and precious metals of customers — residents and nonresidents other than credit institutions raised by credit institutions, their branches and operational offices. The balances of funds do not include funds raised as subordinated debt (deposit, loan, bonded loan). The balances of customer funds contain escrow accounts.
Funds of organizations are balances of current accounts of state owned public organizations and private owned organizations — residents and nonresidents in rubles and foreign currency.
Deposits of legal entities (excluding funds of individual entrepreneurs) are ruble and foreign currency-denominated funds of residents and nonresidents on deposits and funds raised with deposit certificates. The balances of funds do not include funds placed as guarantee deposit under the contract of safe deposit box rent.
Funds of individual entrepreneurs are rubles and foreign currency-denominated funds and deposits of individual entrepreneurs operating without setting up legal entities.
Deposits and other funds of individuals (including escrow account funds) are ruble and foreign currency- denominated funds of residents and nonresidents on deposits, balances of current accounts and funds raised with savings certificates. The balances of funds do not include funds placed as guarantee deposit under the contract of safe deposit box rent.

Escrow account funds are funds of resident and nonresident individuals opened for settlements under agreements of in share construction of apartment houses and other real estate objects in accordance with the legislation of the Russian Federation.
Federal budget funds are treasury accounts balances of the federal budget funds, Ministry of Finance funds transferred to finance capital investment and funds available for settlements on separate operations.
Regional and local budget funds are treasury accounts balances of the regional budgets and local budgets.
Other budget funds are total funds of election commissions, funds for temporary use by budget-financed institutions, Ministry of Finance funds for other settlements on foreign loans, customs duties and foreign trade receipts.
Extra-budgetary funds are total government and other extra-budgetary funds on accounts with credit institutions: the Pension and Social Insurance Fund of the Russian Federation, the Federal and Territorial Obligatory Medical Insurance Funds, Social Support Fund and the regional and local governments’ extra-budgetary funds.

The actual list of 30 largest banks of the Russian Federation is used for each reporting period to prepare data on 30 largest banks. This list is formed according to the internal methodology of the Bank of Russia, which provides for the ranking of credit organizations by the value of the integral assessment, calculated using the main indicators of banks’ performance, including the size of assets, loans and borrowed funds accounted with different weights. Non-bank credit organizations and banks under resolution with negative capital are excluded from the list. This list had been publishing in the Bank of Russia Bulletin (Vestnik Banka Rossii) up to and including 01.09.2020 (its electronic version is available on the Bank of Russia website).
