On 18 July 2023, the Bank of Russia issues a
Viktor Tsoi, a Soviet rock musician, founder and lead singer of the rock group Kino, was an idol of his time. His songs were a symbol of the perestroika era. Tsoi is also known as an actor. He appeared in a cameo role in the film Assa. After he played a leading role in the film Igla (The Needle), the Sovetsky Ekran (Soviet Screen) magazine recognised Viktor Tsoi as the Actor of the Year. The songs of Viktor Tsoi are still popular with many generations.

The obverse and the reverse of the coin have a relief rim around the circumference.
The obverse of the coin features a relief image of the National Coat of Arms of the Russian Federation and the inscriptions ‘РОССИЙСКАЯ ФЕДЕРАЦИЯ’ (RUSSIAN FEDERATION) and ‘БАНК РОССИИ’ (BANK OF RUSSIA), the denomination of the coin ‘3 РУБЛЯ’ (3 RUBLES), the year of issue ‘2023 г.’ (2023), the chemical symbol of the metal according to Mendeleev’s Periodic Table of Elements, fineness, the Saint Petersburg Mint trademark, and fine metal content.
The reverse of the coin features a relief image of a portrait of Viktor Tsoi holding a microphone against the background of an image of a guitar with symbolic flames, laser treated for matte finishing, the relief inscription ‘ВИКТОР ЦОЙ’ (VIKTOR TSOI) on the left around the circumference, and the years of his birth and death ‘1962’ and ‘1990’ in two lines below.
