Banking licence of Industrial Savings Bank revoked
By its Order No. OD-2812, dated 12 December 2025, the Bank of Russia revoked the banking licence of Moscow-based Joint-Stock Company Commercial Bank Industrial Savings Bank or Industrial Savings Bank (Registration No. 3175). The credit institution ranked 225th by assets in the Russian banking system.1
The Bank of Russia made this decision in accordance with Clauses 6 and 6.1 of Part 1 of Article 20 of the Federal Law ‘On Banks and Banking Activities’,2 based on the facts that Industrial Savings Bank:
- violated federal banking laws and Bank of Russia regulations, due to which the regulator repeatedly applied supervisory measures against it over the past 12 months;
- failed to comply with the anti-money laundering and counter-terrorist financing laws.
The operations of the credit institution were chiefly focused on lending to high-risk borrowers. The bank systemically underestimated credit risk, which threatened its financial stability. Moreover, the bank was engaged in large-scale suspicious client transactions aimed at transferring funds to the shadow economy. The management and owners of the credit institution failed to take effective measures to mitigate the risks.
The Bank of Russia will inform law enforcement agencies about the transactions of Industrial Savings Bank bearing signs of misconduct.
The Bank of Russia also cancelled the professional securities market participant licence of Industrial Savings Bank.
By its Order No. OD-2813, dated 12 December 2025, the Bank of Russia appointed provisional administration to manage the credit institution. The provisional administration will exercise its functions until a receiver3 or a liquidator4 is appointed. The powers of the credit institution’s executive bodies were suspended under federal laws.
