Bank of Russia releases 2023 H1 Report on RUONIA Oversight Committee’s Activity

The report presents the results of the monitoring and analytical review of RUONIA and RUONIA Averages and information on the movements of RUONIA and its use in financial instruments in the first half of 2023.

The Bank of Russia continued to promote the RUONIA benchmark among financial market participants and consistently emphasised at its meetings with them that the methodology for calculating the RUONIA Averages is in line with the calculation procedures established for similar risk-free interest rates used by foreign financial market regulators.

RUONIA movements in 2023 H1 clearly demonstrated the demand and supply in the interbank market. Over this period, the average value of transactions included in the RUONIA calculation totalled ₽412 billion, which was 53% more than over the previous six months.
