The Bank of Russia clarifies the specifics of application of Bank of Russia Regulation No. 312-P, dated 12 November 2007, due to the issuance of Bank of Russia Ordinance No. 3546-U, dated 27 January 2015, ‘On Amending Bank of Russia Regulation No. 312-P, Dated 12 November 2007, ‘On the Procedure for Extending Bank of Russia Loans Covered by Assets or Guarantees to Credit Institutions’.

The types of activity the principal activity of an organisation inspected for compliance with requirements of Paragraph 4 of Subclause 3.6.4 of Clause 3.6 of Bank of Russia Regulation No. 312-P, dated 12 November 2007, ‘On the Procedure for Extending Bank of Russia Loans Covered by Assets or Guarantees to Credit Institutions’ (hereinafter, Regulation No. 312-P) can refer to, include all types of activity, except for the types of activity indicated in Sections J, L, P and Q of the All-Russian Classifier of Types of Economic Activity ОК 029-2001 (the OKVED) (KDES Version 1).

Besides, in case a person bears joint responsibility with the promissory note holder for the payment on the promissory note (redemption of the principal debt on loan) is inspected instead of the promissory note issuer (borrower) as a debtor on the promissory note (loan agreement), the promissory note issuer (borrower) shall not carry out the types of activity indicated in section J of the OKVED.
