On cancelling qualification certificates

Due to the repeated gross violations of requirements of Russian securities legislation, on 10 December 2015, the Bank of Russia decided to cancel the following qualification certificates:

— series АА qualification certificate No. 005610 of qualification corresponding to the position of a head or a controller of an organisation conducting broker and/or dealer activity and/or securities management, issued to the sole executive body of the closed joint-stock company INVEST-TELECOM Oleg Kotlyarov;

— series AV-003 qualification certificate No. 003513 of financial market specialist in managing investment funds, unit investment funds and non-governmental pension funds issued to the sole executive body of the closed joint-stock company INVEST-TELECOM Oleg Kotlyarov;

— series АIV-003 qualification certificate No. 006059 of financial market specialist in depositary activity, issued to the sole executive body of the closed joint-stock company INVEST-TELECOM Oleg Kotlyarov;

— series АI-016 qualification certificate No. 001354 of financial market specialist in broker and dealer activity and securities management, issued to the controller of the closed joint-stock company INVEST-TELECOM Vladimir Starikov.
