Bank of Russia suggests decreasing local CMTPLI coefficient for Novosibirsk Region
In its draft ordinance, the regulator proposes reducing the local coefficients for Novosibirsk, Berdsk, Iskitim, and other towns and localities of the Novosibirsk Region, specifically from 3.12 to 2.34, from 2.48 to 1.86, from 2.32 to 1.74, and from 2.0 to 1.5, respectively. The revision of the coefficients has become possible as a result of enhanced measures aimed at combating fraud and misconduct in compulsory motor third-party liability insurance (CMTPLI) in the Novosibirsk Region.
At the end of 2025, the law enforcement agencies of the Novosibirsk Region initiated 122 criminal cases based on insurers’ applications regarding fraud in insurance payments. Over January–February 2026, the authorities started another 37 criminal investigations. For reference, similar criminal cases initiated over the first nine months of 2025 numbered 86.
The Bank of Russia continues to monitor the CMTPLI market in the Novosibirsk Region. The regulator’s future decisions will depend on further developments and the effectiveness of anti-misconduct measures taken.
