On activity of companies offering services to settle debts with banks

13 October 2014
Press release

The Bank of Russia receives notices on the activity of companies offering services to settle household debts with banks and microfinance organisations (MFOs), in particular the so called Razdolzhnitel service.

The Bank of Russia brings to notice that the aforementioned organisations may mislead the consumers of financial services and their activity may result in violation of consumer rights.

As a rule, the main condition for rendering such service is a payment of a fee measured in percentage of the borrower’s debt with a bank or an MFO made by the borrower to the company. However, the company does not actually redeem the borrower’s liability with the bank or the MFO or makes payments inferior to the amounts received from the borrower. Thus, the borrower’s outstanding debt with the bank or the MFO persists.

The Bank of Russia advises individuals to be prudent and to avoid making agreements with organisations rendering such services.

The Bank of Russia has informed the Ministry of Internal Affairs of the Russian Federation on the activity of a number of companies rendering such services.
