Facts of manipulation by Alexey N. Permyakov, Alexander A. Smirnov, and Elena Yu. Bayramova in markets for a number of securities established

The Bank of Russia has established facts of market manipulation in 2018-2021 with a number of listed securities by Alexey N. Permyakov across his own and Vladimir A. Vereshchagin’s trading accounts, as well as by Alexander A. Smirnov and Elena Yu. Bayramova.

Alexey N. Permyakov, Alexander A. Smirnov and Elena Yu. Bayramova used the ‘pump and dump’ strategy to obtain a positive financial result. First, they made trades to buy an asset the price of which was artificially inflated by aggressive purchase orders that the individuals issued (with a significant price shift), which was followed by a sale of the asset package at that inflated price. The individuals repeated this pattern several times in a trading session.

Those trades occurred on regular basis in the markets for a number of securities and led to surges in their volatility, increasing financial risks for other trading participants.

Based on the outcomes of the investigation, according to Clause 5 of Part 1 of Article 5 of Federal Law No. 224-FZ, dated 27 July 2010, ‘On Countering the Misuse of Insider Information and Market Manipulation and Amending Certain Laws of the Russian Federation’ (hereinafter, the Federal Law), trades made by Alexey N. Permyakov across his own trading account in the markets for 37 securities issues and Vladimir A. Vereshchagin’s trading account in the markets for 11 securities issues, by Alexander A. Smirnov in the markets for 10 securities issues, and by Elena Yu. Bayramova in the markets for 6 securities issues are qualified as market manipulation. Therefore, the above individuals violated the ban established by Part 2 of Article 6 of the Federal Law.

Fines for market manipulation were imposed by Bank of Russia orders on Alexey N. Permyakov and Alexander A. Smirnov. Furthermore, the Bank of Russia sent binding orders to Alexey N. Permyakov, Vladimir A. Vereshchagin, Alexander A. Smirnov and Elena Yu. Bayramova to cease and desist from similar violations in future.

The Bank of Russia also sent orders to professional securities market participants, PJSC Moscow Exchange, PJSC SPB Exchange, SPCEX SC to suspend trading and transactions across Alexey N. Permyakov’s and Alexander A. Smirnov’s trading accounts.
