Unified Biometric System: new stage of development

The Unified Biometric System (UBS) is due to receive state information system status, which means that it may be used, beyond all financial services, in public services. The relevant draft law was passed by the State Duma in the second reading.

Under the draft law, the UBS will receive biometric data including from multi-functional public services centres, subject to all applicable information security rules.

‘Once passed, the law will enable market players to offer our people any products and services via remote biometric identification in a safe and customer-friendly manner. These would be offered by both banks and non-bank financial institutions in other sectors of the economy. On the one hand, this will boost the capabilities of remote services enabled by the UBS and, on the other hand, consumers will be able to save time and find the most effective solutions to their every-day needs’, said Olga Skorobogatova, First Deputy Governor of the Bank of Russia.
