Credit ratings assigned pursuant to Bank of Russia Regulation No. 658-P, dated 1 November 2018

1. In order to implement Paragraph 2, Subclause 2.7.1, Clause 2.7 of Bank of Russia Regulation No. 658-P, dated 1 November 2018 ‘On the Requirements for a Qualified Central Counterparty, the Procedure for Recognition of Central Counterparty Management Quality as Satisfactory; on the Grounds and the Decision-Making Procedure for Recognition of Central Counterparty Management Quality as Unsatisfactory; on the Procedure for Informing the Central Counterparty of the Decision’ (hereinafter, the Regulation), the following credit ratings shall be established for resident banks with which the qualified central counterparty is allowed to deposit temporarily unallocated funds in rubles and/or foreign currency, and/or precious metals:

ААА(RU) on the national rating scale for the Russian Federation in the classification of the rating agency ACRA (JSC);

ruAAA on the national rating scale for the Russian Federation in the classification of the rating agency Expert RA.

2. In order to implement Paragraph 2, Clause 2.8 of the Regulation, the following credit ratings shall be established for resident banks with which the qualified central counterparty is allowed only to deposit collective clearing collateral in rubles and/or foreign currency, and/or precious metals:

ААА(RU) on the national rating scale for the Russian Federation in the classification of the rating agency ACRA (JSC);

ruAAA on the national rating scale for the Russian Federation in the classification of the rating agency Expert RA.

3. In order to implement Paragraph 4, Clause 1 of Appendix 5 to the Regulation, the following credit ratings shall be established for investment assets used to calculate the investment asset allocation ratio by credit quality:

ААА(RU) on the national rating scale for the Russian Federation in the classification of the rating agency ACRA (JSC);

ruAAA on the national rating scale for the Russian Federation in the classification of the rating agency Expert RA.

4. In order to implement Paragraph 2, Clause 2.5 of the Regulation, the following credit ratings shall be established for resident banks with which the qualified central counterparty is allowed to open correspondent accounts in rubles, foreign currency and precious metals:

A-(RU) on the national rating scale for the Russian Federation in the classification of the rating agency ACRA (JSC);

ruA- on the national rating scale for the Russian Federation in the classification of the rating agency Expert RA.

5. In order to implement Paragraph 4, Clause 2.5 of the Regulation, the following credit ratings shall be established for resident banks with which the qualified central counterparty is allowed to open clearing accounts:

A-(RU) on the national rating scale for the Russian Federation in the classification of the rating agency ACRA (JSC);

ruA- on the national rating scale for the Russian Federation in the classification of the rating agency Expert RA.

6. In order to implement Paragraph 1, Subclause 2.7.3, Clause 2.7 of the Regulation, the following credit ratings shall be established for securities, derivatives, foreign currency, precious metals, deposits, interbank loans, commodities allowed for organised trading, and REPO transactions which the qualified central counterparty is allowed to use to place temporarily unallocated funds in rubles and/or foreign currency, and/or precious metals:

A-(RU) on the national rating scale for the Russian Federation in the classification of the rating agency ACRA (JSC);

ruA- on the national rating scale for the Russian Federation in the classification of the rating agency Expert RA

7. In order to implement Paragraph 2, Subclause 2.19.4, Clause 2.19 of the Regulation, the following credit ratings shall be established for securities that the qualified central counterparty is allowed to take as collateral:

A-(RU) on the national rating scale for the Russian Federation in the classification of the rating agency ACRA (JSC);

ruA- on the national rating scale for the Russian Federation in the classification of the rating agency Expert RA

8. The decision is to be applied starting from 1 March 2019.
